EDUCATIONAL PROGRAMS IN EDUCATIONAL

AND SCIENTIFIC ORGANIZATIONS

1. These Procedures and terms determine the rules for improving professional knowledge and skills by medical workers and pharmaceutical workers (hereinafter referred to as employees) through training in additional professional educational programs in educational and scientific organizations and the duration of this training (hereinafter referred to as the Procedure and terms).

2. Improving professional knowledge and skills through training in additional professional educational programs in educational and scientific organizations is carried out by employees in order to update existing theoretical and practical knowledge in connection with increasing requirements for skill levels and the need to master modern methods solutions professional tasks, formation and consolidation in practice of professional knowledge, skills and abilities acquired as a result of theoretical training, studying best practices, acquiring professional and organizational skills to perform the duties of a current or higher position, as well as obtaining additional knowledge, skills and abilities in educational programs , providing for the study of individual disciplines, sections of science, engineering and technology necessary to perform a new type of medical or pharmaceutical activity.

3. Employees’ improvement of professional knowledge and skills is carried out through their training in educational and scientific organizations under additional professional educational programs implemented in the form of advanced training, professional retraining, and internships.

4. Advanced training, professional retraining and internship of workers are carried out mainly off-the-job, with partial time off from work and individual forms training.

The need for employees to undergo advanced training, professional retraining and internship is established by the employer.

Professional retraining is mandatory for employees planning to perform a new type of medical or pharmaceutical activity.

Advanced training of employees is carried out at least once every 5 years throughout their career.

5. The timing, forms, content and technology of training in additional professional education programs are determined by educational and scientific organizations implementing the relevant educational program, independently taking into account the requirements of federal government educational standards secondary and higher vocational education, federal state requirements for postgraduate vocational education programs in the relevant area of ​​training (specialty) and the needs of the employer.

The duration of the internship is established by the employer sending the employee for training, based on its goals and in agreement with the head of the educational or scientific organization where it is conducted.

Advanced training and professional retraining of workers are organized in accordance with the qualification requirements approved by Order of the Ministry of Health and Social Development of the Russian Federation dated July 7, 2009 N 415n “On approval of qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare” ( registered by the Ministry of Justice of Russia on July 9, 2009, registration N 14292), as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 N 1644n (registered by the Ministry of Justice of Russia on April 18, 2012, registration N 23879), qualification characteristics provided for by the Unified qualification directory positions of managers, specialists and employees, approved by order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 N 541n (registered by the Ministry of Justice of Russia on August 25, 2010, registration N 18247).

6. Enrollment in additional professional education programs is carried out in accordance with the admission rules annually approved by educational and scientific organizations.

7. State and municipal educational and scientific organizations ensure the improvement of professional knowledge and skills of government and municipal organizations within the framework of the implementation of the annually established state task for the provision of relevant public services in accordance with requests from health authorities of the constituent entities of the Russian Federation and municipalities.

8. Training under additional professional education programs for workers with secondary and/or higher medical and/or pharmaceutical education that does not correspond qualification characteristics And qualification requirements specified in these Procedures and terms, but having continuous experience practical work in the relevant medical or pharmaceutical specialty for more than 5 years, is organized:

For employees with 10 years of work experience or more, under additional professional education programs in the form of advanced training (the standard training period for any form of training ranges from 100 to 500 hours);

For workers with work experience from 5 to 10 years, under additional professional education programs in the form of professional retraining (the standard training period for any form of training is over 500 hours).

9. The conditions for enrolling employees in an educational or scientific organization for training under additional professional education programs are:

Personal statement of the employee;

Availability of documents confirming compliance of the level of professional education with the qualification requirements for relevant specialists with medical or pharmaceutical education (with the exception of employees specified in these Procedures and Terms);

Availability of documents confirming continuous practical work experience in the relevant medical (pharmaceutical) specialty for more than 5 years (for employees specified in these Procedures and Terms).

10. Mastering programs of additional professional education in the form of advanced training and professional retraining ends with a mandatory final certification.

Employees who have successfully completed the program of additional professional education in the form of advanced training are issued a certificate of advanced training.

Employees who have successfully completed the program of additional professional education in the form of professional retraining are issued a diploma of professional retraining.

11. Employees specified in these Procedures and terms who have successfully completed additional professional education programs in the form of advanced training or professional retraining may continue professional activity in the relevant medical or pharmaceutical specialty.

5. The timing, forms, content and technology of training in programs of additional professional education are determined by educational and scientific organizations implementing the corresponding educational program, independently taking into account the requirements of federal state educational standards of secondary and higher vocational education, federal state requirements for postgraduate professional education programs in the corresponding direction of training (specialty) and employer’s needs.

Advanced training and professional retraining of workers are organized in accordance with the qualification requirements approved by Order of the Ministry of Health and Social Development of the Russian Federation dated July 7, 2009 N 415n “On approval of qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare” ( registered by the Ministry of Justice of Russia on July 9, 2009, registration N 14292), as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 N 1644n (registered by the Ministry of Justice of Russia on April 18, 2012, registration N23879), qualification characteristics provided for by the Unified Qualification Directory positions of managers, specialists and employees, approved by order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 N 541n (registered by the Ministry of Justice of Russia on August 25, 2010, registration N 18247).

7. State and municipal educational and scientific organizations ensure the improvement of professional knowledge and skills of employees of state and municipal organizations as part of the implementation of the annually established state task for the provision of relevant public services in accordance with requests from health authorities of the constituent entities of the Russian Federation and municipalities.

8. Training under additional professional education programs for workers who have a secondary and/or higher medical and/or pharmaceutical education that does not meet the qualification characteristics and qualification requirements specified in paragraph three of clause 5 of these Procedures and terms, but who have continuous practical work experience in the relevant field medical or pharmaceutical specialty for more than 5 years, organized by:

— for employees with 10 years of work experience or more, under additional professional education programs in the form of advanced training (the standard training period for any form of training ranges from 100 to 500 hours);

- for workers with work experience from 5 to 10 years, under additional professional education programs in the form of professional retraining (the standard training period for any form of training is over 500 hours).

9. The conditions for enrolling employees in an educational or scientific organization for training under additional professional education programs are:

— personal statement of the employee;

— availability of documents confirming the compliance of the level of professional education with the qualification requirements for relevant specialists with medical or pharmaceutical education (with the exception of employees specified in paragraph 8 of these Procedures and Terms);

— availability of documents confirming continuous practical work experience in the relevant medical (pharmaceutical) specialty for more than 5 years (for employees specified in paragraph 8 of these Procedures and Terms).

10. Mastering programs of additional professional education in the form of advanced training and professional retraining ends with a mandatory final certification.

Employees who have successfully completed the program of additional professional education in the form of advanced training are issued a certificate of advanced training.

Employees who have successfully completed the program of additional professional education in the form of professional retraining are issued a diploma of professional retraining.

11. The employees specified in paragraph 8 of these Procedures and Terms, who have successfully completed additional professional education programs in the form of advanced training or professional retraining, can continue their professional activities in the relevant medical or pharmaceutical specialty.

Application. The procedure for improving the professional knowledge of medical and pharmaceutical workers

1. Present Order determines the rules for organizing the improvement of professional knowledge (professional retraining and advanced training) of medical and pharmaceutical workers who have graduated from educational institutions of higher and secondary vocational education in specialties of the “Healthcare” group, engaged in or applying to engage in medical or pharmaceutical activities (hereinafter referred to as specialists, students) ( The paragraph was supplemented on October 4, 2011 by order of the Ministry of Health and Social Development of Russia dated June 20, 2011 N 577n.

2. Professional retraining and advanced training of specialists are carried out in order to obtain additional knowledge, skills and practical skills necessary for carrying out independent professional activities.

Professional retraining to perform a new type of professional activity is carried out on the basis of established qualification requirements for specific positions.

3. The tasks of professional retraining and advanced training of specialists are determined in accordance with the Model Regulations on an educational institution of additional professional education (advanced training) of specialists, approved by Decree of the Government of the Russian Federation of June 26, 1995 N 610 (Collected Legislation of the Russian Federation, 1995, N 27, Art. 2580; 2000, No. 12, Art. 1291; 2002, No. 52 (Part II), Art. 5225; 2003, No. 14, Art. 1276).

4. Professional retraining and advanced training of specialists is carried out by educational institutions of higher, secondary and additional vocational education that have state accreditation (hereinafter - educational institution), according to educational programs that take into account the level of knowledge, skills, practical skills available in all sections of the specialty and the results of entrance examinations . Entrance tests are mandatory. The educational institution independently determines the content, procedure and form of entrance examinations (the clause was supplemented on October 4, 2011 by order of the Ministry of Health and Social Development of Russia dated June 20, 2011 N 577n.

5. Professional retraining and advanced training of specialists is carried out off-the-job, on-the-job, partially off-the-job and through individual forms of training upon the arrival of the next five-year period of additional professional education.

6. The timing, forms, content and technology of training are determined educational institution, implementing the appropriate educational program, independently in accordance with the needs of the customer.

6.1. For specialists with 10 years or more of experience in their specialty, training is carried out according to educational programs for advanced training. The standard period for completing advanced training for any form of training is from 100 to 500 hours of classroom training.

6.2. For specialists with 5 to 10 years of experience in their specialty, training is carried out according to educational programs for professional retraining. The standard period for completing professional retraining for any form of training is over 500 hours of classroom training.

6.3. 7. 8. The level of professional knowledge, skills and practical skills of specialists who have undergone professional retraining or advanced training is assessed by the educational institution in all sections of the relevant educational program.

The development of educational programs for professional retraining and advanced training ends with mandatory state final certification.

9. Students who have mastered the educational program for advanced training and successfully passed the state final certification are issued a state-issued certificate of advanced training.

Students who have mastered the educational program of professional retraining and successfully passed the state final certification are issued a diploma of professional retraining of the state standard.

10. Advanced training and professional retraining of workers are organized in accordance with the qualification requirements approved by Order of the Ministry of Health and Social Development of the Russian Federation dated July 7, 2009 N 415n “On approval of qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare” ( registered by the Ministry of Justice of Russia on July 9, 2009, registration N 14292), as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 N 1644n (registered by the Ministry of Justice of Russia on April 18, 2012, registration N 23879), qualification characteristics provided for by the Unified Qualification directory of positions of managers, specialists and employees, approved by order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 N 541n (registered by the Ministry of Justice of Russia on August 25, 2010, registration N 18247).

6. Enrollment in additional professional education programs is carried out in accordance with the admission rules annually approved by educational and scientific organizations.

7. State and municipal educational and scientific organizations ensure the improvement of professional knowledge and skills of employees of state and municipal organizations as part of the implementation of the annually established state task for the provision of relevant public services in accordance with requests from health authorities of the constituent entities of the Russian Federation and municipalities.

8. Training under additional professional education programs for workers who have a secondary and/or higher medical and/or pharmaceutical education that does not meet the qualification characteristics and qualification requirements specified in paragraph three of clause 5 of these Procedures and terms, but who have continuous practical work experience in the relevant field medical or pharmaceutical specialty for more than 5 years, organized by:

For employees with 10 years of work experience or more, under additional professional education programs in the form of advanced training (the standard training period for any form of training ranges from 100 to 500 hours);

For workers with work experience from 5 to 10 years, under additional professional education programs in the form of professional retraining (the standard training period for any form of training is over 500 hours).

9. The conditions for enrolling employees in an educational or scientific organization for training under additional professional education programs are:

Personal statement of the employee;

Availability of documents confirming the compliance of the level of professional education with the qualification requirements for relevant specialists with medical or pharmaceutical education (with the exception of employees specified in paragraph 8 of these Procedures and Terms);

Availability of documents confirming continuous practical work experience in the relevant medical (pharmaceutical) specialty for more than 5 years (for employees specified in paragraph 8 of these Procedures and Terms).

10. Mastering programs of additional professional education in the form of advanced training and professional retraining ends with a mandatory final certification.

Employees who have successfully completed the program of additional professional education in the form of advanced training are issued a certificate of advanced training.

Employees who have successfully completed the program of additional professional education in the form of professional retraining are issued a diploma of professional retraining.

11. The employees specified in paragraph 8 of these Procedures and Terms, who have successfully completed additional professional education programs in the form of advanced training or professional retraining, can continue their professional activities in the relevant medical or pharmaceutical specialty.

In accordance with Article 73 of the Federal Law of November 21, 2011 N 323-FZ “On the fundamentals of protecting the health of citizens in the Russian Federation” (Collection of Legislation of the Russian Federation, 2011, N 48, Art. 6724) and clause 5.2.121 of the Regulations on the Ministry of Health Russian Federation, approved by Decree of the Government of the Russian Federation of June 19, 2012 N 608 (Collection of Legislation of the Russian Federation, 2012, N 26, Art. 3526),

I order:

1. Approve the attached Procedure and terms for improving professional knowledge and skills by medical workers and pharmaceutical workers through training in additional professional educational programs in educational and scientific organizations.

2. Recognize as invalid the orders of the Ministry of Health and Social Development of the Russian Federation:

dated December 9, 2008 N 705n “On approval of the Procedure for improving the professional knowledge of medical and pharmaceutical workers” (registered by the Ministry of Justice of Russia on March 3, 2009 N 13459);

dated August 12, 2009 N 581n “On amendments to the Procedure for improving the professional knowledge of medical and pharmaceutical workers, approved by order of the Ministry of Health and Social Development of Russia dated December 9, 2008 N 705n” (registered by the Ministry of Justice of Russia on September 18, 2009 N 14806);

dated June 20, 2011 N 577n “On amendments to the Procedure for improving the professional knowledge of medical and pharmaceutical workers, approved by order of the Ministry of Health and Social Development of Russia dated December 9, 2008 N 705n” (registered by the Ministry of Justice of Russia on September 19, 2011 N 21820).

1. These Procedures and terms determine the rules for improving professional knowledge and skills by medical workers and pharmaceutical workers (hereinafter referred to as employees) through training in additional professional educational programs in educational and scientific organizations and the duration of this training (hereinafter referred to as the Procedure and terms).

2. Improving professional knowledge and skills through training in additional professional educational programs in educational and scientific organizations is carried out by employees in order to update existing theoretical and practical knowledge in connection with increasing requirements for the level of qualifications and the need to master modern methods of solving professional problems, forming and consolidating practice of professional knowledge, skills and abilities acquired as a result of theoretical training, studying best practices, acquiring professional and organizational skills to perform the duties of a current or higher position, as well as obtaining additional knowledge, skills and abilities in educational programs involving the study of individual disciplines , sections of science, engineering and technology necessary to perform a new type of medical or pharmaceutical activity.

3. Employees’ improvement of professional knowledge and skills is carried out through their training in educational and scientific organizations under additional professional educational programs implemented in the form of advanced training, professional retraining, and internships.

4. Advanced training, professional retraining and internships for employees are carried out mainly off-the-job, part-time and through individual forms of training.

The need for employees to undergo advanced training, professional retraining and internship is established by the employer.

Professional retraining is mandatory for employees planning to perform a new type of medical or pharmaceutical activity.

Advanced training of employees is carried out at least once every 5 years throughout their career.

5. The timing, forms, content and technology of training in programs of additional professional education are determined by educational and scientific organizations implementing the corresponding educational program, independently taking into account the requirements of federal state educational standards of secondary and higher vocational education, federal state requirements for postgraduate professional education programs in the corresponding direction of training (specialty) and employer’s needs.

The duration of the internship is established by the employer sending the employee for training, based on its goals and in agreement with the head of the educational or scientific organization where it is conducted.
