Study, study and study again

The current acting governor has several higher education diplomas; apparently, he knows how to study and loves it. The future politician began with finance - after graduating from school he entered the St. Petersburg State University of Economics and Finance, mastering the specialty “Finance and Credit”.

In 2004, legal education was added to economic education - Gleb Sergeevich received the relevant knowledge at St. Petersburg State University.

Ideologist of the project approach

In 2012, Nikitin was tipped to become the head of the Federal Property Management Agency. He served as interim for eight months. Among his responsibilities was overseeing the agency’s interaction with the Ministry of Industry and Trade. He eventually went there - deputy minister, and a year later became first deputy federal minister of industry and trade.

After leaving the department, his colleagues called him one of the largest Russian experts on issues corporate governance, representing the interests of the state in joint stock companies and formation personnel reserves, as well as in industrial policy. It was he who initiated the creation of the Industrial Development Fund and SPIC - a special investment contract for certain industries. With his participation, the laws “On Industrial Policy in the Russian Federation” and “On Standardization in the Russian Federation” were developed and adopted.

Finally, it was Gleb Nikitin who became the leader and ideologist of the implementation of the now trendy project approach. Under him, a department was created in the Ministry of Industry and Trade strategic development And project management, and also automated systems to support the management process - INCOR and AIS PU.

In 2017, the heads of 20 regions lost their posts. In 13 of them, the “old people” were replaced by people whose age did not exceed 50 years. Political scientists immediately dubbed the new leaders young technocrats. But Nikitin stands out even against the general background.

Akela didn't miss

The new appointment of 40-year-old Gleb Nikitin did not come as a surprise. The media reported that the young “technocrat in a cube” would replace the aging Akela of Luzhkov’s team, Valery Shantsev, in the Nizhny Novgorod region even before the official announcement of his resignation. And they were not mistaken in identifying the main contender for the post.

Surrounded by the mastodon of Russian politics, they hoped that Shantsev, who turned 70 years old, would be allowed to “bring” the region to the World Cup and then be given an honorable ceremony. However, he did not reach retirement, becoming one of the stars in the “governor’s fall” in the fall of 2017.

Political scientists cited conflicts in regional elites and age as the reasons for his resignation. The latter, however, was categorically rejected by Shantsev’s “sworn friend”, the ex-head of Nizhny Novgorod Oleg Sorokin (a criminal case has now been opened against him and he is under arrest). They never got along with the governor and butted heads enthusiastically, but even he was indignant - they say that the appointment aroused criticism in the region, and there is nothing to blame on age - in 2014, when Shantsev was elected new term(he received 86.93 percent of the votes), everyone knew that he was “in great shape and completely healthy”!

For some reason in Russian politics arguments such as age and health are often considered insufficient to avoid active labor activity(unless, of course, you are Yeltsin). So when Shantsev retired, they immediately began to look for a “double bottom.” Meanwhile, two months after the victorious elections in 2014, Shantsev’s wife, Tatyana Vladimirovna, died. This fact alone could have a negative impact on the form of the former governor of the Nizhny Novgorod region and on his health.

Valery Shantsev wrote a letter of resignation of his own free will on September 26, 2017. On the same day, the president awarded him the Order of Merit for the Fatherland, II degree, noting his “great contribution to the socio-economic development of the region and many years of conscientious work.”

Just the other day it became known that the ex-governor joined the board of directors of the Moscow Dynamo (in 1991 Shantsev became commercial director club and continued to supervise it when he was vice-mayor of Moscow). A completely suitable position for a person who would not like to completely retire from active work, but can no longer (and probably does not want) to bear more serious responsibility.

It is unknown who exactly Nikitin’s wife (her name is Ekaterina) worked for. Or the Nikitin family became an unwitting victim of the popular “Decembrist wife instinct” in Russia, which requires the wife to follow her husband, even if we're talking about not about exile to Siberia, but about changing one responsible position to another - so maybe the spouse won’t have much time left for communication?

However, this is really a personal matter for the Nikitins.

But the residents of Nizhny Novgorod finally saw the family of the new acting deputy. Moreover, everyone is interested - the Nikitins’ visit with their children, as well as with their grandparents, to the “City of Masters” was shown on the local TV channel. So that everyone who wants to will be satisfied. The grandfather, as journalists noted approvingly, filmed his grandchildren on his phone all the time. Idyll.

When the acting governor was asked about his favorite heroes, he named Prince Myshkin and Colonel Isaev, known to everyone under the name Stirlitz. Nikitin, frankly, bears little resemblance to the hero of Dostoevsky’s novel “The Idiot,” if not at all. But it seems that he sometimes imitates Stirlitz in his actions.

At the end of December, Nikitin promised to present a new management scheme, and then begin to rotate personnel under it, and added that he was going to work with members of the old team in the future, in one capacity or another. And, having lulled the vigilance of the “old guard,” he did exactly the opposite.

After the New Year, representatives of the regional administration received a not very pleasant surprise.
